Shamel (“comprehensive” in Arabic) is a brandless smart-city concept I designed for a UX assessment with GET Group Holdings. The brief was deliberately open — enhance city living through technology — so I shaped it into a comprehensive, human-centered platform that centralizes transport, utilities, sustainability, and civic services into one accessible ecosystem. Grounded in UAE research, it pairs a unified dashboard and UAE PASS login with a gamified eco-rewards system, demonstrating how a complex web of city services can become a single, simple, and engaging experience.

This phase focuses on understanding both business and user needs — uncovering behaviors, motivations, and pain points through qualitative and quantitative research into UAE smart-city services and the wider government-app landscape.
Unified Digital Ecosystem
Centralize transport, utilities, payments, and civic engagement under one platform to reduce fragmentation and the cost of maintaining multiple legacy systems.
Increased Adoption & Engagement
Drive higher daily usage through a single convenient access point, with gamified reward points and eco-credits to encourage consistent engagement.
Encouraging Sustainable Behavior
Promote eco-friendly practices — public transport, recycling, lower energy use — through incentives redeemable for service discounts or bill payments.
Data-Driven Decision Making
Provide dashboards and analytics so administrators can monitor usage, demand, and satisfaction, enabling evidence-based policy improvements.
Inter-Departmental Integration
Integrate APIs across transport, utilities, municipality, and emergency services for seamless data exchange and less backend redundancy.
Enhanced Support Efficiency
Consolidate service requests and issue reporting into one interface to optimize call-centers, improve response times, and cut administrative overhead.
Scalable & Modular Architecture
Design for future modules (tourism, healthcare, education) that can be added in later phases without major redevelopment.
Trust, Transparency & Security
Meet UAE digital-government and GDPR-inspired privacy standards to build trust and encourage digital-transformation adoption.
Smart City Leadership
Position the city as a regional leader in smart governance — the app as a tangible representation of its citizen-centric modernization.
Operational Cost Reduction
Streamline delivery into one digital platform to reduce paperwork, manual processing, and physical counters while maintaining service quality.
Digitally-engaged residents
Dubai and broader UAE residents who already use digital city services and would benefit from one integrated platform.
Multiple demographics
Working professionals commuting daily, families managing household services, and younger tech-savvy residents.
High digital adoption (62%)
Over 62% of UAE respondents use digital government services weekly, versus a 49% global average (Boston Consulting Group).
Near-total digitization (99.5%)
Dubai's government-services digitization has reached 99.5%, with paperless transactions and 120+ city-service apps.
Strong sustainability awareness (95%)
95% of residents express concern for sustainability; 59% use reusable bags and 49% adopt hybrid or electric vehicles.
Seeking integrated access
Users open to mobile service delivery who prefer one simplified platform over juggling many separate apps.
Unified & Seamless Access
One UAE PASS login and a unified dashboard with consistent patterns across all service modules.
Efficient Daily Management
Quick-access actions and predictive shortcuts to pay bills, check traffic, or book transport in under a minute.
Transparency & Trust
Verified data from official APIs, clear 'last updated' timestamps, and a notification center for service progress.
Simplified Payments & Rewards
A centralized, secure payment system with redeemable points and one-tap reminders for due dates.
Sustainability Motivation
A sustainability dashboard, gamified challenges, and a city leaderboard that make eco-impact visible and rewarding.
Personalization & Context
Smart recommendations, location-based alerts, and profiles that evolve with usage patterns.
Reliability & Accessibility
Multi-language support, offline access to key functions, and WCAG-compliant inclusive design.
Instant Help & Support
An integrated AI assistant, context-sensitive help, and visual walkthroughs for new users.
Contribution & Community
A community impact feed, a 'Report & Fix' tool for city issues, and social sharing of eco-actions.
Security & Privacy Assurance
A transparent privacy policy, two-factor authentication, and data encryption with UAE PASS integration.
Gamified sustainability & rewards
Most apps focus on transactions, not engagement — an opening for gamified sustainability and citizen rewards.
A truly unified one-stop app
Transport, utilities, and sustainability are often separate; Shamel covers all daily needs under one UX model.
AI-driven personalization
Limited predictive features across competitors — leverage AI and behavioral insights to suggest services dynamically.
Visible sustainability impact
Weak sustainability communication across GCC apps — add impact dashboards showing carbon savings and green initiatives.
Mobile-first & engaging
Some portals (Hukoomi, Eesti) are web-heavy — emphasize a mobile-first, visually engaging experience.
Community participation
Civic tools mostly exist in apps like NYC311 — add volunteering, feedback loops, and issue reports with points.
I follow a user-centered, iterative design process to ensure solutions are both functional and delightful. The work is guided by five consistent core stages:
